Finance Director, Gowanda, NY, FT

POSITION SUMMARY

The Finance Director is a full-time position engaged in a leadership role providing key internal controls in the accounting and finance functions of the Agency.  This position requires the individual to perform daily and recurring accounting duties including but not limited to the Essential Duties and Responsibilities outlined below. The Finance Director position is an essential position in ROME’s administrative department.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  1. Ensure the smooth interaction of processes integral to managed care billing, receivables, and payables; leveraging strengths to gain synergy and overcoming challenges and obstacles. Provide supervision of accounting staff in concert with the Senior Accountant’s monitoring of A/R and A/P activities.
  2. Ensure all financial and accounting activity is accurately, completely and timely reported in the Accounting Software (Great Plains – GP).
  3. Ensure expenses and revenues are recorded in the correct fiscal period, with the expectation of a hard close by the 10th of the following month for all expenses and the 20th of the month for all revenues.
  4. Maintain the General Ledger, ensuring accounts are reconciled monthly.
  5. Ensure accurate allocation of program expenses and revenues.
  6. Ensure grant expenses and revenues are accurately recorded and reportable.
  7. Ensure the maintenance of supporting documents such as vendor invoices, grant and funding award letters,
  8. Ensure maintenance of subsidiary ledgers including but not limited to CAPEX and lease amortization schedules, pre-paid expense schedules, voucher workpapers, expense reports, and expense allocation workpapers.
  9. Draft financial statements including quarterly agency balance sheet and income statement, monthly budget to actual program reports, and other financial reporting as requested such as insurance and bank applications.
  10. Perform key role executing internal and external audits and regulatory reports such as 1099 reporting, NYS DOL multiple worksite reports, and census reports.
  11. Prepare payroll for 3rd party processing. Including review of timecards, monitor / review activity,   and compilation of various reports.
  12. Monitoring bank activity to safeguard against unauthorized activity and ensure bank activity is accurately recorded in a timely manner.
  13. Provide daily cash position reports, weekly remittance reports, and revolving 12-month cash forecasts.
  14. Assist with the development and use of checklists and other tools to ensure the timely completion of tasks.
  15. Assist with monitoring and compliance with all business office policies and procedures, including but not limited to, standard operating procedures (SOP) for document management and retention, and workpaper standards, and assist with identifying potential compliance concerns.
  16. Provide supervision of accounting staff.
  17. Provide CFO weekly status reports and assist with developing management reports.
  18. Assist with internal/external audits as needed.
  19. Maintain a positive, cooperative, and respectful attitude with all people and agencies at all times without exception is required.

ADDITIONAL RESPONSIBILITIES:

Performs other duties as assigned including but not limited to assisting with the development of standard operating procedures, review and draft policies, and assessment and implementation of new systems.

Works in accordance with policies and regulations which require judgment, initiative, creativity and the ability to deal with complex factors and decision making based on conclusions for which there may be little precedent.

AUTONOMY AND ACCOUNTABILITY:

Works from general objectives (such as governmental and agency compliance standards) and broad and varying policies, procedures, rules or precedents with significant functional guidance. Review by supervisor focuses on achievement of the objective and not necessarily on the means, except when required to ensure compliance with regulations.

TECHNOLOGY, EQUIPMENT OR TOOLS:

Advanced skills in Microsoft Office including Excel, Word, Teams, and Outlook.  Evidence of skills demonstrated by the ability to perform all the functions within each program; including but not limited to maintaining a calendar, sending e-mail, creating letters as well as the ability to create and edit workbooks; including but not limited to creation of formulas, tables and graphs.  Must also be proficient in utilizing various computer systems. General office equipment is used including fax/copy/scanning machine, computer and phone system.

PHYSICAL DEMANDS AND WORK ENVIRONMENT:

Work follows established practices and operating procedures with some latitude for independent judgment.  Maintains strict visual contact with work up to 100% of the time.  May occasionally lift to (35) thirty-five pounds, without mechanical assistance.  Work involves sitting, standing, driving, climbing stairs and ambulating from task to task. The noise level in the work environment is usually light.

EDUCATION & EXPERIENCE:

  • Associate’s degree in accounting or business administration with core accounting curriculum and a minimum of two years’ experience as a Senior Staff Accountant or higher.

or

  • A minimum of  4 years’ continuous financial reporting / accounting / GL maintenance experience

KNOWLEDGE, SKILLS & ABILITIES:

  1. Must possess the ability to work independently as well as collectively in a team manner.
  2. Ability to establish and maintain effective relationships with staff, management, and the general public.
  3. Demonstrate excellent listening skills and provide diplomatic, effective communication.
  4. Perform as a leader, modeling exemplary work ethics and conduct at all times.
  5. Willing and able to take directions and respond positively to critique.
  6. Must have good demonstratable organizational skills.
  7. Knowledge of the organization and program operations
  8. Proficiency in ERP accounting systems, intermediate Excel, Word, Outlook, conferencing software such as Teams and Zoom, and data-based software. Experience with electronic health record software helpful.
  9. Ability to demonstrate knowledge and skills pertaining personal records, Microsoft Office, and the internet.
  10. Understanding of confidentiality and HIPAA laws regarding recipient’s records and information
  11. Ability to touch type and 10-key with speed and accuracy
  12. Willingness to continuously learn and develop skills as they pertain to the needs of the agency and the position.
